 Update: The following process seems to end up with things in a usable
 state.

 * I start Pidgin.  A and B are notionally signed in as invisible; contact
 lists and statuses are displayed for both accounts.
 * I shift to "Available", and B is visible to A, but A is still not
 visible to B.
 * I disable then re-enable A.  A is now visible to B, but messages sent as
 A are still not delivered.
 * I send a message to A (from B).  Messages from A are now delivered.

 Throughout this, account B has been trouble-free.
