New description:

 Hi again,

 okay I did a bit of further testing:

 icq6.5 sends a msg to pidgin => does not work
 miranda 0.8.9 sends a msg to pidgin => does not work

 pidgin sends a message to icq6.5 => works
 pidgin sends a message to miranda 0.8.9 => works


 In order to make sure this is not some contactlist problem I registered
 new icq id's in order to accomplish this test.

 Nevertheless this bug currently renders pidgin's icq functionality totally
 unuseable :(
