New description:
Hi,
try it out yourself: use the most recent version of Miranda IM (0.8.9) and
send yourself a message via ICQ.
pidgin version: 2.6.2/2.6.3
The message will not arrive, while communication from pidgin to miranda
works the other way round just damn fine.
Here's the debuglog:

I triggered the psychic events on purpose so to ensure the debug output is
event-related. Unfortunately I dont see anything trivial in particular, so
it's up to you to dig down a bit. This suddenly happened (without updating
pidgin), thus I guess it#s a change of the oscar protocol or it might even
be mirandas fault (which I am not sure of). regards, Patrick

In order to make sure this is not some contactlist problem I registered
new icq id's in order to accomplish this test.
Nevertheless this bug currently renders pidgin's icq functionality totally
unuseable :(
