Comment:

 We specifically moved away from notifications in dialogs because they
 annoyed people, we are unlikely to bring that back.

 At the moment the buddy list window will (if visible) "request attention"
 which should cause it to flash/raise/etc. the issue is that buddy lists
 which are not visible (that is hidden to the tray) do not notify in any
 noticable way, which is what #4059 is requesting a fix for. Is tray
 notification not acceptable? Would popup notification (like that provided
 by guifications) be acceptable?
