Comment:

 Duplicate of #8244 and #6159 (among others) this is simply a difference in
 the way GTK+ and Windows handle dead-key combinations that don't actually
 create a combining character.

 The linked GTK+ ticket in #6159 seems to indicate that this should be
 fixed in recent versions of GTK+ though I can't confirm that at the
 moment.
