 #7363 was not forgotten, it was categorized as being better served by a
 plugin and left open for a plugin author to find and implement. It likely
 should have been closed as a duplicate of #3594 (which I have now done).
 As to that plugin if working on Windows is something you desire, feel free
 to contact the author and work out what needs to be fixed.

 It appears that the background-color property of the blist themes may be
 entirely unused.
