 It seems that there is a 'report as spammer' button in the original
 messenger software:
 http://help.live.com/help.aspx?mkt=en-us&project=WL_Messengerv9 (search
 for spam)
  Report a user as a spammer

     * To report a user as a spammer from an invitation dialog box, in the
 invitation dialog box, select the Report as spam check box, and then click
 OK.
     * To report a user as a spammer from a conversation window, click the
 block icon Block, and then click Block and report as spammer.
     * To report a contact as a spammer from the main window, right-click
 the contact, and then click Block and report as spammer.


 I think it would contribute to minimize the amount of spammer
