 I am looking at the migration strategy first, as that seems to be the more
 pressing issue.  If you don't mind, I would like your input on how to best
 approach it.

 If I check the old property on load, then it would be trivial to migrate
 the setting over.  An issue, however, arises if the user had previously
 forced 24 hour formatting, upgraded, and then changed their selection.
 Then, (for example,) 24 hour would be forced on load, erasing the user's
 updated choice.  This can easily be avoided by deleting the old preference
 after the migration, but then backwards compatibility is lost.  The only
 way to avoid it then would be to continue to update the old preference
 alongside the new one, which seems like a waste.

 Is there a preferred way to proceed?
