Comment:

 It doesn't matter where we put the tabs by default, someone is going to be
 unhappy with it.  The position is configurable; there is no need to change
 this.  Additionally, I don't see any reason to be different from the rest
 of the applications in a typical user's environment, where tabs are always
 at the top of the notebook.
