 There is certainly a use case for having different localisations
 installed. Think of a multi-user system in which users speak different
 languages. The administrator might select to install Pidgin with a number
 of localizations ('all' even) and have the user select his preferred
 language. Or, better yet, have Pidgin select the proper language based on
 the user's default locale setting. In UNIX systems this, BTW, the standard
 behaviour.

 In Windows environments this case shows itself up in shared computers such
 as university labs. For example: think of foreign exchange students, which
 are very common in European universities in which students with different
 languages share the same computer labs. This is also the case for
 corporate installations within a company. Even when the organisation only
 covers a single country there is the case of multiple localisations being
 preferred amongst users within a single country (e.g. Spain and 'es',
 'ca', 'gl', 'ca at valencia', 'gl' and 'eu').
