Comment:

 The current behavior is part of the changes committed for #8254 (QuLogic
 that is why I cc'd you).

 It appears that both `gnome-open` and `kfmclient` handle `file://` urls
 just fine, and presumably `purple_notify_uri()` should too.

 I'm not seeing a reason that the `file://` is being stripped off; QuLogic
 - do you have any ideas?
