 The `file://` handling was added to facilitate a file link when a file
 transfer was completed, not for general stuff. So `file://` was added to
 the href in libpurple so that the UI side could recognize it and the
 Pidgin side strips it again.

 If you're trying to link to a shared folder, I believe the correct link is
 using 4 slashes, i.e., `file:////cleopatra/testfolder/testdoc.docx` That's
 what I've had to use in PDFs on Windows, anyway.
