 At the very least, then, remove the TracHeader and TracFooter html files
 from the documentation, because they ship as empty, confuse doxygen's
 default formatting, and when a user builds the documentation, they look
 horrible -- I had to use this patch in order for the documentation to be
 readable in devhelp and such. The patch might contain a lot of unnecessary
 formatting, but, IMHO, at least let one read the documentation offline
 while retaining the familiarity of the trac site.
