Comment:

 Your interpretation of that paragraph from the specification is incorrect
 (in my opinion).  It does ''not'' say "This attribute SHOULD NOT be set if
 the client is unable to use pipelining."

 All the specification is saying is that, if a client knows it does not
 support pipelining, under those specific circumstances, this attribute
 should be '1'.  It does not proscribe any behavior under any other
 circumstances.
