 To correct my previous comment, the second sentence should read:

 It does ''not'' say "This attribute SHOULD NOT be set if the client '''is
 able''' to use pipelining."

 The specification only proscribes the behavior when pipelining is known to
 be unavailable, not the behavior when pipelining is available.
