Comment:

 Thank you! I had successfuly found this option in my account options and
 changed CP1252 to CP1251. After that I have asked both my contacts where I
 had problems in communicating to post me a russian messages and I was able
 to read text in russian without encoding issues. So thank you again! I'm
 going to invalidate this bug (not sure that this is a correct behaviour in
 you bug tracking system for such cases).
