Comment:

 Notices appear in IM windows for a number of reasons in Pidgin, and this
 isn't likely to change soon.  For one, the "usual" IRC client behavior of
 notices appearing in the currently active window is somewhat bogus in
 Pidgin, as the currently active window may not be an IRC window at all.
 Sending to the most recently active IRC window runs the risk of burying a
 notice in an unpredictable location.

 There have been previous requests for a dedicated "server" window where
 such messages can go, which is a possibility.

 Replying to a notice with a notice is not likely to be made a default
 behavior, as it is not clearly more correct than replying with a standard
 privmsg.  You may reply to a notice with the /notice command if you like.
