 I just spent half an hour tracking down an odd sound issue (sometimes
 played, sometimes didn't).  A comment in another bug report (an
 enhancement request) tipped me off to their being a per-window
 Options/Enable Sounds, and sure enough that was the culprit.

 The Sound preferences window should report this somehow.  I'm picturing a
 button labeled "3 Users Muted", which when click pops up a list of the 3,
 with a button for removing the selected user from the list.  Just a
 suggestion though.
