#12327: offline messages get repeated on each login

 since a few days, any message someone sends me while I'm offline gets
 delivered to me when I login. The next login all these messages get
 delivered again (+ any new offline messages if any exist), this gets
 repeated on every single login
 I disabled all plugins and this is still occuring
 I have only noticed/tested this on the icq protocol
