 How to change the language is documented in the [wiki:"Using
 Pidgin#HowdoesPidginforWindowsdeterminewhichlanguagetouse" FAQ].

 I guess I wouldn't be opposed to having a GUI for this in the Windows
 Pidgin Options plugin if someone was interested in submitting a patch to
 implement it.

 I'm not sure there is a real use case for installing additional
 localizations (I don't think users are going to switch languages - they
 will choose a single language and use it), but, like everything else in
 the installer, to install more languages, you can simply re-run the
 installer.
