 ah, sorry, but let me ask more queries regarding it.
  from FQA, it is clear to me (please correct me if wrong).
  1)  If installation done in English (so Is it set to "English" or UNSET?)
    ( Punjabi (pa.po) has ~95% translated, but still not in installer,
 anything for me as translator to do?)
 2) Varilable setup (as a user I skipped this step for time being)
 3)  "If neither of these are specified, it will fall back to the default
 Windows user locale setting" -
          - System locale is pa_IN (Punjabi)

 I have not set language in step 1) and 2), but Pidgin is working in
 English
