Comment(by datallah):

 If installation is done in English, the language will be set to English
 (So you actually have set English in step 1).

 If you update the Punjabi Pidgin translation to include the strings that
 the installer itself uses, you will be able to choose Punjabi as the
 language for the installer (assuming that NSIS itself has support for
 Punjabi).
