#11986: Separate HTTP and IM proxy servers no longer work in 2.7.0

Comment(by psmith2100):
This is not correct. Our HTTP and IM proxy servers do NOT require
authentication. I have never entered credentials into Pidgin, and I do
not have to enter credentials for Trillian or Yahoo Messenger. Pidgin
2.6.6 works with no proxy credentials entered in either the main proxy or
the account proxy.

> Thank you; this was a tremendous help. Now I know that my first set of
changes that you tested are correct, at least for your case. Given the
first debug log that you posted (when using 2.7.2devel), it looks like you
need to specify a username and password for your HTTP proxy, although I'm
not sure if it'll work. We've had several reported issues with NTLM-
authenticating proxy servers, and basically none of us use or have access
to such a proxy.

> For reference, if you look at that first debug log, you can see starting
on line 18 the message returned from the proxy server indicating that you
need to authenticate. Other apps may do this transparently by hooking
into some magic Windows API's for credentials; as far as I know, we don't
know how to do that, which is why you have to specify the credentials in
Pidgin.
