Comment:

 I did as you said.
 I've deleted:
 1) C:\Program Files\Pidgin
 2) %AppData%\Roaming\.purple (there were no more ".purple" folders)

 I've dowloaded offline installer (normal installer can't download gtk),
 added icq account, "Set mood"...and crash.

 On windows XP works fine. Probably, I should try to reinstall windows 7 =)
 But maybe this is bug of GTK?
