Comment:

 This is intentional.  Our code that renders the IM window performs
 progressively worse as more smileys are inserted.  We set a max limit on
 smileys to avoid a potential denial of service.  There's a little more

 I think we probably don't want to change this now.  Eventually we'll
 change our IM window to perform better and we can remove this limitation.
