 I'm using pidgin 2.6.6 in WindowsXP. Select Tools->Plugins. If mouse is
 over plugin description tooltip will appear even if description is not cut
 buy window and can be read without problems. It's annoying for me. I think
 tooltip needs to appear only if window width is not enough to show
 description fully.
