Comment(by leeter):

 it seems to be hard set to look for a folder named GTK, whereas the GTK
 runtime is GTK2-Runtime, I have confirmed that it will work and I can get
 themes working correctly if I symlink %programfiles(x86)%\GTK2-Runtime as
 the GTK folder, not an elegant solution but it does work for vista and 7
 users.
