 It *will* look for a `GTK` subdirectory, but if that isn't there, it
 continues and tries to use any GTK+ instance in your PATH.

 It doesn't look like your external GTK+ instance is actually in the PATH.

 You need the `\bin` directory of the GTK+ structure in the path, not the
 root.
