 Yes, it is possible to use GTK+ 2.14.7 with Pidgin 2.7.0.

 You can download the 2.14.7 runtime zip file from
 [http://sourceforge.net/projects/pidgin/files/GTK%2B%20for%20Windows/2.14.7.0
 /gtk-runtime-2.14.7.0.zip/download here] and replace your `<Pidgin
 Installation Directory>\Gtk` directory with the contents of that zip file.
