Comment:

 The behavior isn't any different on Windows than on Linux, only the labels
 for the options are different (there is no URGENT Window Manager hint on
 Windows).

 You're confusing two different things here - the Message Notification
 plugin doesn't do anything with the tray icon (regardless of platform).
