Comment:

 We don't blink the tray icon for normal chatroom messages because the
 feeling is that those are often too frequent to warrant that style of
 notification (the message notification plugin however can notify on normal
 chatroom messages).

 The request for a blinking/indicating tray icon for normal chatroom
 messages is a duplicate of #10593.
