Comment:

 Due to the nature of the way the idle notifications work
 ([http://xmpp.org/extensions/xep-0256.html XEP 0256]), we rely on the
 server to add a <delay/> to rebroadcasted presences (which indicates when
 your buddy actually broadcasted that presence stanza).

 Those rebroadcasted presences are what you see when you log in and get a
 presence stanza from your buddy.  Many (most) servers do not yet add this,
 generating the symptoms you see (we update the idle time when you "Get
 Info", as you've noted).
