 Just to point out the obvious: this issue will occur on all versions of
 Windows, and I tested this at the same time as the submitter, using
 Windows 7.

 I have seen previous bugs marked as wontfix because "it's the window
 manager's responsibility."  Sadly, of course, Windows doesn't have one. I
 wouldn't expect Pidgin to remember all previous window positions, but it
 would be reasonable to give Windows a hint at where it should place other
 windows i.e. cascade from the last opened window.
