Comment:

 There is an existing third-party plugin that implements window positioning
 on Windows systems.  We've historically resisted having such functionality
 in Pidgin itself because on our primary platforms (UNIX-like systems with
 X11) window positioning is considered a function of the window manager.
 Windows takes a different approach, expecting applications to manage their
 own windows, which is obviously at odds with what is done on the other
 platforms we support.
