Comment:

 Pidgin remembers the visibility state of the buddy list at last exit.  The
 visibility at exit controls that preference.

 The fact that our !GtkStatusIcon implementation of the tray icon doesn't
 detect the absence of a tray is a bug, and is a side effect of our recent
 move from an ancient implementation known as !EggTrayIcon.  This is a
 recent bug--it appeared in 2.7.0 when we made the widget switch.
