Comment:

 Building with MSYS isn't really the recommended way to do it (that said,
 it *should* be possible).

 As far as your specific issue with makensisw, I think this is actually a
 bug in the msys shell - it is doing magic path conversion of the "/" -
 perhaps wrapping /V3 in double quotes would help?
