 purple_proxy_get_setup() appears to inspect the environment for a proxy
 and of course it does not find one.

 Should we add the new proxy type into that purple_proxy_get_setup()?

 It appears that the way that this was written we behave just as a SOCKS
 proxy and if it's unset we'll directly connect, this is of course what is
 happening.
