 Sorry for the delay.

 Yes, if I quit and restart the userlist is then updated, but that is the
 only time it is unless someone joins the channel. I am never shown as oped
 because I restart Pidgin. However other ops of the channel are then shown
 as oped.

 If someone joins the channel, it adds their name to the list. If they've
 already been there before, it shows them as in the channel twice with the
 exact same name.

 It never updates the userlist in any channel. Ever. Pidgin has to be
 restarted Pidgin every time.
