Comment:

 If new users are added to the list (even as duplicates) then the userlist
 is "being updated" in at least one way, so can you explain more
 specifically exactly what "updates" you expect to see that aren't
 happening? Do people getting/dropping ops update or is the not-showing-op
 problem limited to people who are op when you join the room? (If the
 latter does that service have extended op modes and are the users present
 with more than one op mode?)
