 SSL support on the ICQ servers is indeed a mess.  The new operators are
 taking forever to implement SSL everywhere AOL had done.  As a result,
 either entirely disabling encryption or setting the option to "when
 available" is the only workable solution.  Yanking the option isn't
 acceptable either, because the new operators claim they will implement
 full SSL support at some point.
