 If the Buddy List window is:

 * Minimized to the Windows 7 Taskbar, OR
 * Minimized to the Windows 7 Tray Icon

 All new IM messages (Windows) are also then minimized to the Taskbar.

 In other words, only when the Buddy List window is Maximized in Windows 7,
 a new IM windows (messages) "popup" on the screen.

 This is problematic since it's very easy to not notice someone sending you
 a new IM, in those two cases above, because the chat window is
 automatically being minimized to the taskbar (where it's not as visibile).
