#13372: Release notification reminder should annoy the user less often

 When I start Pidgin and a new version is available it prompts me to
 download now or "later". If I click "Later" I get prompted again the next
 day. This is an unnecessary annoyance. I suggest that "Later" is changed
 to mean "two weeks from now" or alternatively "don't remind me again for
 this update".
