Comment:

 The plugin checks at most once per day when an account signs on or when
 pidgin starts up. If neither of those happens for an extended period of
 time neither will the notification. Two weeks is an *exceptionally* long
 time. Two days might be a reasonable lower bound but two weeks is
 absolutely not.

 That said if you are seeing the notification daily then you are triggering
 it that often which likely means you could take the five-ten minutes it
 takes to download and install it at some point during the day.
