#13373: Pidgin starts maximised if show-tray-icon is set to Never

System: Win7 Professional 64-bit.
Pidgin: 2.7.10
If I set show-systray-icon to Always, Pidgin starts minimised if it was
minimised last time it ran, as expected. If I set it to Never, which suits
me as I have Pidgin pinned to the taskbar, it starts maximised every time.
Pidgin ought to remember its window-state properly: maximised, minimised-
to-taskbar or minimised-to-tray, where the last state is impossible if
show-icon is set to Never, and assume whatever state it had last time.
Better still, even if it was maximised last time, I *always* want it to
start minimised. Could an option in Preferences be supplied?
