Comment:

 It isn't known that downloading the dictionaries will fail until we
 actually try.

 When the downloading of a dictionary fails, the error popup already says:
 Error Installing Spellchecking (language).
 If retrying fails, manual installation instructions are at:
 http://developer.pidgin.im/wiki/Installing%20Pidgin#manual_win32_spellcheck_installation
