Comment:

 'Segoe UI' is a Windows Vista and later font I believe. So the problem is
 that your Windows XP installation doesn't have that font and GTK+ can't
 find a suitable fallback font (for some reason).

 I know there is a fairly old ticket about helping GTK+ handle font
 fallbacks for some situations but I don't know if that applies here (and
 can't remember the ticket number offhand).

 Hopefully datallah, or someone else more familiar with the way GTK+
 handles fonts on Windows, can help.
