 The official Windows AIM client doesn't surface a feature called
 "warning," but there is a "Report User" option with a radio button for
 "Report Spam" or "Report Abuse."  I think this basically fills the same
 need as warning, and we might as well interpret this ticket as requesting
 that feature.
