Comment:

 Sounds like 'The Wonderful Icon' needs a way to be told to remember
 settings for windows so you don't need to set it everytime. That's *much*
 more the level at which this sort of thing belongs as far as I'm
 concerned.

 It really just doesn't scale at all to move all sorts of window management
 controls into each and every application.

 A plugin could be written to bring back the old "I'm Away!" dialog that
 used to exist ages ago (and force it to be on top) which would get you
 what you wanted, sort of.

 I know setting the dialog to be modal is wrong and I don't believe giving
 it explicit always-on-top control makes any sense.
