#15263: Every custom smiley gif file I add won't work.

 I keep getting the following error:
 A custom smiley in the message is too large to send.

 I have resized my gifs down to around 80 pixels x 80 pixels with file
 sizes under 100k.  People I'm chatting with on older versions of pidgin
 have no problem sending much bigger gifs to me and they all work.
