 At the time trac was set up, there was concern about the load of using SSL
 everywhere, so we redirected to SSL for login and account maintenance, but
 everything else is done over plain HTTP.
 We probably can get away with using SSL everywhere now.  I'll look into
 doing that when we move to nicobar.
 It isn't really a problem though - the impact of someone stealing your
 cookies and impersonating you is extremely low for something like this;
 all of the data is public, so there is no concern of "leaking".
